Certification decides the limit
WA's regulations name EN 15194 by version and set the power limit by it: 250 W for a bike that meets the standard, 200 W for any other power-assisted pedal cycle, electric or petrol. With two motors, the limit applies to their combined output. So a 250 W bike that isn't certified, which is legal in Victoria or South Australia, is over the limit in WA.
That makes the EN 15194 sticker more important in WA than almost anywhere else. If you can't confirm a bike is certified, the checker shows a "check" verdict for WA rather than a pass.
Human power first
WA's definition is a vehicle built to be moved by human power with some help from a motor, and its page says a bike mostly driven by the motor isn't allowed. It doesn't spell out a throttle limit for the 200 W class, so we mark throttle-driven 200 W bikes as "check" in WA.
Age, fines and seizure
Riders under 16 may not use an e-bike with the power on. A bike outside the rules is an unlicensed motor vehicle: the fine is $500 and police can seize and dispose of it.
