Why it gets these verdicts
Tern's spec sheet gives the GSD's speed as '25 kph (EU); 20 mph (US)' and stops there. Bosch, which makes the motor, lists every Cargo Line drive unit on its Australian page at 250 W rated and 25 km/h, so the bike sold here sits in every state's 250 W class.
Tern names UL 2849 and DIN 79010, a German cargo-bike standard, but not EN 15194. That makes certification-dependent states a check, and Queensland a dated pass, until you've seen an EN 15194 label on the frame.

Who it suits
The GSD is built to carry children or heavy shopping: after its own weight, the 210 kg gross limit leaves about 173 kg for rider and cargo. It's the most load capacity of anything we list, at the highest price.
Pushys had it in store only, in Brisbane and Canberra, on the day we checked.

- NSW: Legal today without EN 15194 certification (or if you can't confirm it), under NSW's current rules. From 1 March 2029 the NSW Government plans to require EN 15194 and a 250 W cap; a non-certified or 251–500 W bike would then need replacing. Announced, not yet law. If it carries an EN 15194 label, it's legal with no end date.
- VIC, SA, TAS, ACT: Fits each state's 250 W pedal-assist class: 250 W rated, assistance stops by 25 km/h, no throttle above 6 km/h. Each state's page doesn't require EN 15194 certification, though it's the easiest proof.
- QLD: Legal today without EN 15194 certification (or if you can't confirm it), under QLD's transition. From 1 March 2027 a non-certified bike needs a Legacy EPAC label from an authorised verifier (only bikes made before 1 July 2026, up to 250 W and 25 km/h, fee up to $70). If it carries an EN 15194 label, it's legal with no end date.
- WA, NT: Legal only if it is certified to EN 15194, which each state requires for 250 W bikes. Look for the label or the certificate.
