Why it gets these verdicts
A throttle is the feature that most often makes an e-bike illegal, so the T3S is worth reading closely. The product page lists a 'Das-Kit L7T with T6 Throttle' display. The owner's manual spells out the limit: pedal assistance to 25 km/h, throttle to 6 km/h. Every state lets a throttle or walk button move a 250 W bike at walking pace, so the throttle is legal as supplied.
Leon's support material mentions a code that opens the display's full settings. We haven't seen it change the throttle or speed limits, and the bike as sold has no off-road mode, so the checker doesn't mark it as unlockable. If anyone offers to change those settings for you, the bike stops being legal.

Who it suits
With about 114 kg left for rider and cargo once the bike is counted, the T3S carries more than Leon's Milano Plus or Paris, and it is the cheapest step-through we list that's legal in every state. Leon calls it the successor to the Milano.
The 6 km/h throttle is genuinely useful for getting moving at lights on a hill, or for pushing the bike up a ramp. Just don't expect it to carry you: past walking pace, the pedals do the work.
