Why it gets these verdicts

Leon advertises the Milano Plus with a 500 W figure, but that is the motor's peak. The rating the law reads is 250 W, and every product page Leon runs repeats the same line: its bikes meet EPAC EN 15194, limited to 25 km/h and a 250 W motor. That one sentence is what settles Queensland, Western Australia and the Northern Territory, where certification is part of the rule.

The owner's manual describes the only way the motor moves the bike without you pedalling: hold the minus button and it creeps along at 6 km/h, which every state allows. There's no thumb throttle on this model, so nothing to argue about there.

Who it suits

The 768 Wh battery is among the biggest on any bike we list at this price, so a long flat commute is its strength. The catch is weight: Leon's 125 kg maximum load includes the bike, which leaves about 98 kg for you and whatever you carry. A rider much over 85 kg with a full pannier is at the limit.

The low step-through frame and 26-inch wheels make it easy to get on and off in traffic. Leon publishes frame measurements but doesn't label which rider heights each size suits, so a test ride at one of its stores in Sydney, Melbourne, Adelaide or Perth is the way to settle size.
