A throttle to 25 km/h
The Paris+ product page doesn't mention a throttle at all. The Australian owner's manual it links does: 'PAS 25KM/H, Throttle 25KM/H', with a footnote citing a federal advisory notice. That notice comes from the Department of Infrastructure's import scheme, which decides whether a product is a bicycle or a road vehicle at the border. It doesn't override a state's road rules, and every state's 250 W class stops the motor from moving the bike without pedalling above 6 km/h.
Leon's pages say all its bikes meet EN 15194 and its certification page shows the Paris+ approved for all states. That approval is NSW Fair Trading's product-safety certificate, about fire and electrical safety. It is a different question from whether the throttle is legal on a road. Only Leon can say how units sold today are set up; if yours stops at 6 km/h on the throttle, re-run the checker with that setting and it passes.

If you want this bike
The Paris+ has a bigger battery than the plain Paris (684 Wh against 540 Wh) and carries more (140 kg including the bike, against 125 kg). If those matter, ask Leon in writing whether the throttle on the unit you'd receive is limited to 6 km/h, and keep the answer.
Otherwise the plain NCM Paris, at $300 less, gets you the same frame and motor with a walk mode instead of a throttle, and passes in every state.
