E-bike rules in Victoria

In Victoria a legal e-bike is either a 250 W pedal-assist bike that stops helping at 25 km/h, or a 200 W bike rated by its peak output. A throttle may move the bike only up to 6 km/h, and any switch that overrides the limits makes it illegal.

The 250 W bike most people buy
Transport Victoria calls it an electrically power-assisted cycle. The motor's continuous rating can be up to 250 W, it may help only while you pedal, and it must stop at 25 km/h. You can ride faster under your own power; the motor just can't help. A throttle is allowed only as a walk mode, to 6 km/h.
Victoria's page tells buyers to look for EN 15194 but, unlike Queensland's or WA's, doesn't make certification part of the definition. Our checker therefore treats a non-certified 250 W bike that meets every other limit as legal in Victoria, and says so.
The 200 W class is about peak power
The second category is a power-assisted pedal cycle of 200 W or less, measured as peak output, not the continuous rating. Few bikes sold today are that small. A motor badged "250 W rated, 500 W peak" doesn't fit it; it has to qualify as a 250 W pedal-assist bike instead.
Toggle switches and conversions
Victoria names toggle switches and other tampering that override the power or speed limits as making a bike illegal, so a bike sold with an "off-road mode" is a problem even if you never use it. Converted bikes (a pedal bike fitted with a kit) are allowed on roads only if they meet the same limits, and they are banned from trains and ticketed station areas whoever fitted the kit.
