E-bike rules in the Northern Territory
Rules checked
In the Northern Territory a 250 W e-bike must meet EN 15194 and stop at 25 km/h; without certification the limit is 200 W. A bike outside both is a non-complying motor vehicle that can't be ridden in public without an exemption.

EN 15194 or 200 W
The NT defines its 250 W class directly as an e-bike that meets EN 15194, and its other class as a power-assisted bicycle with a maximum output of 200 W. Like WA, that means a non-certified 250 W bike doesn't qualify, so confirming certification matters here. The page warns that many e-bikes sold for private use don't meet either definition.
Non-complying motor vehicles
A bike outside both definitions is classed as a non-complying motor vehicle. It can't be ridden on roads, paths or other public places unless the Registrar of Motor Vehicles grants an exemption and you keep to its conditions. Legal e-bikes follow the Australian Road Rules for bicycles as modified by the NT's Traffic Regulations 1999.
If a bike doesn’t comply
A bike outside these definitions is a non-complying motor vehicle and can't be ridden in public without an exemption from the Registrar. (NT Government, checked )
