Why it gets these verdicts
Unlike the GTS page, this one prints the rating itself: its FAQ calls the Bafang H400 a 3 kg motor 'with a rated power of 250W and a maximum torque of 45Nm'. The certification documents Lekker links from its footer add the EN 15194 compliance that Queensland, WA and the NT look for.
So the legal answer is the same as the GTS. What differs is how the bike rides: a hub in the front wheel pulls the bike along rather than driving through the gears.

Who it suits
Choose the Urban over the GTS for flat suburbs and a lower price: $1,300 less with the battery. Choose the GTS if your route has real hills; 45 Nm at the front wheel is a little over half the GTS's torque.
The 100 kg load limit is one of the lowest we list, so it suits lighter riders carrying a basket rather than a full pannier load.
