Both are legal in all eight with no end date. The T3S is $450 cheaper with a bigger battery and a throttle limited to 6 km/h; the Urban ST has no throttle at all and tells you which frame fits your height.
Pick the Urban ST instead if you want a pedal-only bike with a size chart that tells you it fits, and your round trip is under about 30 km.

Where they differ
A 6 km/h throttle, or none
The T3S has a thumb throttle that Leon's manual limits to 6 km/h, handy for getting going on a hill start and legal everywhere. The Urban ST is pedal-assist only. If anyone in the house might be tempted to have a throttle 'opened up', the VelectriX removes the question, and its FAQ says its bikes can't be unlocked.

Battery and load
The T3S has 576 Wh and claims up to 120 km; the Urban ST has 417 Wh and claims up to 50 km. Leon's limit is 140 kg including the bike, about 114 kg for you; VelectriX allows a 110 kg rider plus 25 kg on the rack.

Fit
VelectriX publishes rider heights for three frames, from 150 cm. Leon publishes frame measurements without labelling rider heights, so the T3S needs a test ride to be sure.
